It wasn’t really answered because you were going to investigate the problem. Did you eventually fixed the problem to be able to translate the footer left text with WPML?
I managed to translate it by using the WPML Shortcodes plugin, you can check the Footer Left and see how I have implemented the translation method by putting it twice, once for Dutch and one for English.
