The order of items is handled globally with this plugin:
https://wordpress.org/plugins/post-types-order/
The order of items individually in each term taxonomy is not possible, you can only order the taxonomy (product categories) order with this plugin:
https://wordpress.org/plugins/taxonomy-terms-order/
