Setting "Theme Options" -> "Blog Settings" -> "Blog Title & Description" DOESN'T work. It only works by setting the description in "Pages" -> Your Blog Page -> "Page Options" -> "Page Heading Description".
BUT Only text here doesn't work too: The text should be inner <p></p> attributes. Then it's like in other pages where setting with Kalium options is possible.
Let me say that this functionality (like in one of my tickets is described before) is not well developed.
I checked the problem you addressed but it does not look like a bug to me, the description is showing in the blog page, below I have added a video of my screen being recorded while I check your site:
