I am interested in setting up a static sidebar menu, but after visiting Kalium documentation I'm not sure if it's possible to do that with the theme. There were some articles about creating a sidebar menu that had no instructions and were all code. I'm wondering if it's possible to create a menu that isn't drop-down or animated in any way, but is static and visible for readers on the left side of the page. I'm attaching a screenshot of a website which has this format.

I am sorry to say this but a sidebar navigation is not possible in Kalium theme, you can create custom sidebars and use them on pages but they won't show on all pages such as default WordPress pages (blog, shop, search etc...).
If you want to use sidebars on custom pages you can do that using Widgetized Sidebar on WPBakery Page Builder:
