The issue was I couldn't get pagelayer to save actions. In the end I enabled Bakery for posts and used that which seems to be working.

Yup, thanks, once I activated Bakery for posts it was fine as I'm comfortable with that set-up. Pagelayer appears problematic.

Please try staying with the plugins that are compatible and supported by the theme only, and Page Layer is not one of them.
