How can i add other sections below the page content and before the previous and next arrows

If you are talking about adding content to this type of page (portfolio item):
http://thegoodcloud.com/portfolio/light-scrolls/
Then it is not possible, portfolio types are custom built types where adding custom elements via the page builders is not possible.

It is not possible to add other content than the portfolio on other portfolio types except the one with WPBakery Page Builder.
