We would like to Change the name of portfolio category. We want to change the word "todo" for "all", we have the portfolio in English and we would like to have the general category with the word "all" in english.
How we can do it? I have read a ticket of other person but the url that you give is 404.

The easiest and only way to change it is using Loco Translate which is a lightweight plugin, you can change it using PHP but it will be reverted once you've updated the theme and that is not a way we prefer using, also regarding the uppercase version of the string where you are changing that word simply write it all in capital letters as you have done with the other categories and you're all set.

You need to install Loco Translate plugin first.
Then to translate "All" in category filter follow the steps demonstrated here in this video tutorial:

Note that in order the translation to take effect you must set the current of your site as translate language.
