Your license activation article explains that only "localhost" can be treated as "local" domain name. But in a case if developer have multiple sites to work on - it is normal to use some "example.local" domain name for development purposes, but your article doesn't mention such a case.
According to Wikipedia .local TLD is reserved to be used only in private networks so it should not violate your licensing terms.

We have implemented such a feature to allow local hosts ending with .local to be registered.

Can't tell yet... Activation works, but there is no information in interface about if it was real domain activation or activation for local domain

Our product registration platform treats all domains as "real" but it excludes few such:
localhost
mysite.local
And few popular staging:
myftpupload.com
temp.domains
and so on.
If you encounter any issue during activation please let us know and we will fix it.
