Is there a way for me to display a formatted text block - preferrably using HTML text from the "category description" - directly above the listing of category posts?
I want to have a paragraph displayed above the category post telling the user a little about the category, and then have the posts relating to the category displayed below - as in https://www.guycarnegie.com/category/casting/

How to get any text up there, preferably the category description, and preferably preserving the category description HTML, which the plugin you described might help with, but top priority is getting anything at all in that area.

You can try using a 3rd party plugin such as this one Allow HTML in Category Descriptions.
