This is not a layout that we offer but I think that you can achieve something like this with the help of a WPBakery Page Builder, and add your Portfolio items links manually so when user presses your image or the link that link will send them to your portfolio project.
It's a bit complicated but i think that it can be achieved.
You can add a class name to that area and when in responsive mode you can remove the padding-top: 40px (more info).
You can also create elements of WPBakery Page Builder that will be valid only for Mobile or PC. To learn how to achieve that please see this video Responsive Control for Devices on the WPBakery Page Builder tutorials.

Is there a way to get the portfolio landing page to display like this?
about a 2/3 column for the image and the other 1/3 for title and description followed by a read more to enter portfolio item.
