1— If you need to translate/rename strings on your theme then you can do that by using Loco Translate plugin. That is an very easy thing to do and we wrote an article for this too Translating Kalium with Loco Translate.
2— That is happening because WooCommerce 3.1 changed this option as you can see on their changelog:
We’ve made the “terms and conditions” checkbox on the checkout slide out the terms page contents inline, rather than just linking to it."
That area doesn't support Visual Composer, so to fix that you must remove the texts from Visual Composer.

We have two problems.
On the Checkout page:
1 – We can not translate the word “Payment Method” into Spanish.
2 – The terms and conditions appear shortcodes!
