Please go to that portfolio item and click Edit Portfolio Item then find Parameters and Options area and put this CSS on the Custom CSS area there.
The option is available on Theme Options but it is valid for all the portfolio pages, not only one. A very small percentage of the users want to hide that part to only one page.
We try to not complicate the theme with some options that only a very small percentage of users need.

To be honest this has to be a bordeline customization issue - and this feature should be an option in the theme, in my opinion :)
