I saw that you are using the "Sticky Description" for product. If there is more content on the right side than the viewport height, then the content is automatically adjusted to optimal height to fit the window size, otherwise if its sticky description and the content won't be added to the scroll box then the rest of content would not be shown (such as add to cart and size). So this depends on screen size how the scroll is generated.
