1. Well, I am not sure exactly who can code that, you can find people on Envato Studio or WPKraken. The complexity level of this task is small-to-medium and should not be expensive at all. It requires PHP, HTML & JavaScript usage, so to keep your changes, I suggest you using Child theme when making modifications.
2. I have tried layered nav filtering and it is showing results properly:
The issue might be related to any caching plugin which is not showing updated page. If this is working for you as admin, and not as a customer/guest then the issue is related to caching plugin. All caching plugins should have an option to not cache the page when there is a "?" query string in the URL, for example WP super cache has relative option:
As for the speed, there are several reasons why the site may be sluggish, we have an article with suggestions of improving the site overall performance:
Kalium is considered to be fast theme, average execution time is less than 0.5 seconds, you can check this in our demo sites, browse source code and you will see in the end of page a value similar to this:

As an example, the webshop Smallable is doing it with an overlay (http://en.smallable.com/new/fashion/children/girl). Could you please let me know how is it feasible? This feature should not appear on mobile phone.

With regards to the speed, the navigation within the site is perfect but the download of the home page is still very low.

Your homepage also calls the RS slider which must take more time to load. But overall your website is working very fast.
I don't think what Arlind can help you more on this, as he send you the link to learn more about the site speed.
